I think I've found the functionality in question: tag-based file storage,
it can be found under Control Panel - File Storage.
Note that you will need to add an empty config field to tiddlywiki.info
for it to work (otherwise you will get an error for disable-hfs fields).

I think the ThirdFlow plugin could meet your needs. ... It's not exactly,
