IIRC, it automatically saves the state of tiddlers in edit mode as
drafts every 45 seconds (by default).

Is it possible to extend this method so that when the file is opened
the list of tiddlers is automatically collapsed?

This weekend there is a hackathon at google centered around google
wave appengine.
The Google wave client is a conversation-metaphor client that is not
directly conducive to a tiddlywiki like all-in-one-page/wave
implementation.
A document-metaphor client could provide all the

Sounds like you are using a custom toolbar, or not using
ToolbarCommands (see your view template)
