i think the tags should be placed under the text, the same in the editor
mode. the reason is similar why youtube placed the video titles beneath the
video itself. the tags should be a description of the text and so i think
its more logical to see and edit them under the text.

In TW5 you can edit the EditTemplate (More / Shadows /
$:/core/ui/EditTemplate)
and move to the bottom the portion that says
div class=tw-tiddler-helpType tags separated with spaces,
