accommodate all the different distros and processors, Linux users have to
compile from source. It's very easy to do.

Here is a sample data-point related to processor load, on the RPI 2.
Stepping from Idle to full load on 4 cores resulted in a temp rise near the
XO of approximately 14 degC, and correspondingly the XO shifted 3.6 PPM.

Tried reversing connections and the count goes from 4ms to 900+ms which
is correct.
update goes from about 3 seconds to about 5 seconds with them switched.
So the connections were correct with the 4ms reading.
Found out that the RS232 is talk only so it would not need any commands

I have a HP53131A and don't have this issue, the only thing I can think of
is that you have the cables swapped i.e. the start edge on ch2 and stop
edge on ch1.

(started showing dates in the year 1997).
