As you can see from the error message Tomcat is not able to find the Java compiler
(Tomcat looks for it in ${JAVA_HOME}/lib/tools.jar).
So, are you sure that JAVA_HOME points to the JDK home directory? and do you have JDK
installed or just JRE?

Try to put the axis.jar under $CATALINA_HOME/shared/lib.
Which version of Tomcat are you using?

Change the file ${CATALINA_HOME}/conf/tomcat-user.xml.
Keep in mind that to access the Admin Interface a user must have the admin role.
