I am getting the same problem, also with 5.5.4 + Compat, RH9, J2SDK142.
- I am building the WAR with ANT, scp'ing to to an empty /webapps and
restarting Tomcat.
- If I copy the ROOT.war to BLAH.war it will expand fine as BLAH, even
root.war to root, just not ROOT.war to ROOT.
