I have the same problem if I add libraries to the tomcat service
configuration.
If I don't do that, then everything works ok!
I used service.bat to install Tomcat as a service.
The startup.bat from Tomcat should work anyway! It might however take some
time before you get some text in your DOS bo
You could just place the jar file in the WEB-INF classes directory.
A problem might be that you ftp the jar files to it with the wrong setting,
it should be binary.
I thought that you have to change web.xml to read your WEB-INF directory.

It is working ok for me when I don't use the library as well, but I need the
library for my application to work.
It should not matter if it is CATALINA_HOME or CATALINE_BASE, tried them
both with the same result.
