There are two armhf autopkgtest regressions for apt-1.0.1ubuntu2.20, in
tests for apt [0] and autopkgtest [1]. From the autopkgtest pages we can
see that these regressions were introduced long before this SRU, so it
seems like a long standing issue unrelated to this patch.

By upstream this sounds like (as I understand it) it's the ICU consumers
that need to be updated to not use icu-config, you shouldn't be waiting
on ICU itself. I just want to clarify what you mean, because I'm not
aware of any blocker in ICU. (ICU shipped https://github
Heh, of course jackpoll_ms=40 doesn't work, anything below 50 ms is
ignored:
https://github.com/torvalds/linux/blob/master/sound/pci/hda/hda_intel.c#L1720
With jackpoll_ms=60 I'm seeing intervals of slightly above 60 ms, so
this makes sense.

On my machine, once this starts happening it survives a reboot but goes
away for a while after a _cold_ reboot.

Nope, the same issue reappeared on my machine on the next day. So it was
not due to the cabling. Ubuntu 18.04 by the way.
It persisted across multiple reboots, but disappeared when I turned the
