If cups-pk-helper is only to allow doing things like creating,
modifying, removing queues, managing jobs, changing config options in
cupsd.conf and NOT for changing options in cups-files.conf, then it will
work perfectly also if running as lpadmin. lpadmin is exactly for these

What could auto-start CUPS is cups-browsed for example, but with
Requires=cups.service
in
/lib/systemd/system/cups-browsed.service
the shutdown of CUPS should shutdown cups-browsed first.
Also important is that first both the .path and .socket get shut down
first, to avoid an auto-start of CUP
The cups.pathy file comes from CUPS upstream. One should report a bug
about that the file (and the keepalive file) do not make sense and a
cups.path starting CUPS whenthere are pending jobs would be a much
better idea.

the presence or absence of the keepalive file. There must be some
problem in systemd's shutdown process.
