Any idea to which package this issue belongs to? Normally I would have
put it now to "Ubuntu" without assigning a package but it seems this is
here not possible anymore.

It turned out that the user had manually set up /tmp which caused it to have
the wrong permissions. I have not manually set up /tmp but on looking at it it
has the permissions 0755
