At the debian bugtracker is also a bugreport about this: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=807948 It turned out that the user had manually set up /tmp which caused it to have the wrong permissions. I have not manually set up /tmp but on looking at it it has the permissions 0755
