I can confirm that after every resume my wifi is not working. I used to
"solve" it by network-manager restart but running "wpa_cli resume"
manually fixes the problem as well.
I tried the sleep workaround by Hans but it did not help. I can see this

Yeah I figured it out. Non rootless (rooted!) XMir wants to decide the
display power state (DPMS). Unity8/QtMir never had to deal with clients
doing that before.
Longer term Unity8 should filter such requests as it's quite rude for an
app to be able to turn off your display on you, but I've a

Responding to my own comment: indeed we only need to count the memory
used by individual files accessed by a snap on top of the compressed
size on disk. Which for a single locale is negligible. So it's worth re-
considering including the locales with each platform snap.

But it's been almost 4 years since this issue was reported, and over 2
years since I added my comment, and it's clearly not fixed yet, or even
prioritised.

Unfortunately the kernel overmounting security check won't let you do
so.
This security check is there in the event that /home/blah contains some
files which the /home/blah mount hides. Now allowing an unprivileged
user to bind-mount /home without /home/blah on top of it would un-hide
