Seems like this kernel config change should be reverted for now. We can
consider turning it back on later if rtkit receives changes to work
better with this option.

Thanks! upstream still hasn't decided on the patch, but I'll upload to
focal anyway since this has a serious impact on users. Hopefully
upstream will accept the patch later.
