I wasn't able to reproduce on 20.04 LTS.
I was able to reproduce on 22.04 LTS.

I looked in the README.Debian, and it indicated you can switch to socket
activation, over standard daemonization, if you choose, by masking sshd,
and enabling sshd.socket, and

script that checks if my YubiKey is plugged in, and if it isn't it
exits.
I don't keep my YubiKey plugged in when the laptop is closed and idle —
and it certainly wasn't

Socket activation provides a smoother (runtime) UX for users, and is
well established as a mechanism
Marking this as invalid, as the correct way to install libcap2 in Ubuntu
would be to use the package manager to do so, e.g. `apt install
libcap2`.
