sometimes lasts for a number of days (or a number of resets) until the
system becomes responsive again.

This is still happening in 2021. My system was stuck running tracker-
miner-f with 100% CPU usage and it kept saying 1 second remaining
although it was completed. Every few weeks my system goes completely
sluggish, almost unusable and it is always tracker-miner-f. I just
submitted another bug

I originally thought I had this problem but it turns out it was nothing
to do with tracker.
My problem was with the CPU being throttled to 500Mhz if I turned the
power supply on at the wrong time during boot up.
