it appears phased upates are everywhere and not just with proposed repos... so 
although the bug might be against the wrong package filed (feel free to 
reassign to somewhere else). there's a bug
lacking information how to properly opt out of phased updates.

which is pointless to take part of if the automatic bug reporting is
disabled/removed.

I partly agree, the problem seems it is a phased update? Can you confirm or not?
Because other 22.04 machines don't get that version (90% of the other 22.04 
machines).

Thus I wish to have a way to not take part of phased updates, especially since 
we disable
auto bug reporting (which seems to be crucial part of phased updates roll out 
increment or roll back/discard)

also we noticed that while the status page lags:

phased updates that are not listed: 
Packages not installed from apt repositories (1):
   libmysqlclient21:amd64 (8.0.29-0ubuntu0.22.04.3)

reported by xymon monitoring system, hobbit plugins, apt plugin
specifically.

apt policy confirms it is part of phased updates.

this problem exists with apt 2.4.6 as well as 2.5.1 on Ubuntu 22.04

with aptitude (via aptitude-robot). No pinning, but one held package
(nvtop) (on 66% of machines).

  however there no user interface for creating or changing this setting.
  I think it makes sense for software-properties (probably in the
  "Updates" tab) to have the ability to set the option as to whether or
  not phased updates are always or never included.

  Popularity Contest is (at least in hardy) enabled by default.
  It now has a dependency with ubuntu-standard, and no menu item in "services".
  This means that switching it off cannot be done via the GNOME UI.
  There are several reasons why a user or administrator would like to switch it 
off.

  I see no reason for the dependency with ubuntu-standard, except in order to 
FORCE users to enable it when using Ubuntu.
  Making it recommended for ubuntu-standard, instead of a hard dependency would 
enable me to uninstall it using synaptic package manager.

Bug description:
  zbar-0.10 has a problem with its JPEG handling. Specifically, libjpeg
  can request that zbar skip forward in its input, but zbar-0.10 does
  not implement this callback, instead it returns EOF. This manifests as
  certain JPEGs causing the error "JPEG datastream contains no image",
  when in fact the JPEG does contain an image.

  This was reported upstream [1] and fixed in trunk two years ago [2],
  but an updated version of zbar still has not been released. I
  contacted the zbar maintainer but got no response.

  This patch currently ships with the Homebrew formula on OSX [3], but
  Ubuntu users are still encountering this issue [4].

  I am using autofs to access shares on a Windows XP machine from a
  Kubuntu AMD64 machine.  The problems applies in both Breezy and
  Dapper.

  EDIT:  confirmed with similar configuration on Intrepid with a NetApp
  filer hosting NFS.  Server OS removed from summary.

  When I first try to access the mount point via cd or in Konqueror it
  does not exist.  However,  if I then restart autofs
  (/etc/init.d/autofs restart) everythin then works OK.  My config files

  Sicne the upgade to python 3.4.3 on trusty, I'm getting this error when using 
a squid proxy:

  The code is using python-requests, with verify=True for ssl connection
  (default). Some tests are testing that invalid certificates are
  rejected:  https://github.com/ubuntu/ubuntu-
  make/blob/master/umake/network/download_center.py#L129

  Rerunning the same code with previous trusty package (3.4.0~trusty1)
  doesn't show up this issue. It seems that SNI is broken for the trusty
  version of python3-requests with 3.4.3. (See the FAQ http://www
  .python-requests.org/en/latest/community/faq/ with "What are “hostname
  doesn’t match” errors?" and the stackoverflow question.

  I did run a test, grabbing requests 2.7 and backporting it to trusty
  (I needed to as well to take python3-urllib3 willy version).

  So, 3.4.3 has an incompatible change for existing projects and people
  with proxys are starting to see some breakage like in
  https://bugs.launchpad.net/ubuntu/+source/ubuntu-make/+bug/1499890.

  Can we get it fix somehow, reverting the incompatible change breaking
  SNI (I wonder if this is "Changed in version 3.4.3: This class now
  performs all the necessary certificate and hostname checks by default.
  To revert to the previous, unverified, behavior
  ssl._create_unverified_context() can be passed to the context
  parameter." in https://docs.python.org/3/library/http.client.html or
  something else) so that existing code can either get a new compatible
  python-requests or avoid incompatible changes in python 3.4.3?
