there's not really a reason why unity8 wouldn't display the incoming call notification (unless it's not prompted to do so). This sounds more like a telephony issue. I've been trying to trigger this issue and haven't been able to. The incoming call dialog shows every time and it vibrates every time, though sometimes it takes up to 15 seconds to happen.
