The new OTA notification is a push notification. Recommend checking the push client logs on the phone, and verifying the U1 acocunt is set up and usable, if you hit this issue. I'm not sure why this would only affect frieza, but I have rc-proposed on my mako for testing, and almost every day there is a notification for an update.
