I think what you want to say here (as slodki pointed out) is that Unity
Lockscreen does not turn off under this configuration.

Laptop screen does not turn off when closing lid from login sc
Your right, it appears to only happen when I'm logged in.
If I boot cold, at the login screen I can close and open the laptop lid
as much as I want and the screen will instantly turn off (no fade),
which is what I expect to happen.
What information can I provide to fix this issue on my system and
I think you don't have problems with login screen (where new desktop session is
launched) but with screen locker tool, running in active session.
You should check if problem exists when you logout from desktop session to
login screen - this is different piece of software, not related to selected
