I have just updated from bionic-proposed and everything is fine, as I
see the problem was fixed since kernel 4.15.0-62, so the patch for mesa
can be safely dropped.

Roman, could you verify that with the current 4.15 kernel and mesa from
proposed, things still work with 32bit? Softpin got fixed in the kernel
and the patch from mesa had to be dropped for Ice Lake support... but it
should be safe now.

btw, would be helpful to see if installing linux-image-hwe-edge together
with the bad mesa would still work.. so, ppa-purge the ppa, then install
the edge kernel, reboot

okay, adding the revert again.. this should've been fixed in the kernel
after 18.04.2 but that didn't happen
since we don't support 32bit installs in newer releases, bionic is the
only one that will get this
