This issue is caused by `mate-maximus` which is part of the `mate-
netboot` package. `mate-netboot` doesn't get much upstream development
attention so unlikely to fixed in the near future.
Ubuntu MATE provides several resolution-efficient panel layouts, so
removing `mate-netbook` from Ubuntu MATE
The workaround for Ubuntu MATE versions prior to 22.04 is to remove the
`mate-netbook` package. It is Recommended only, so can be safely removed
like so:
killall mate-maximus
sudo apt-get remove mate-netbook

Running in VirtualBox with Ubuntu MATE 20.04 20200119 daily.
I can confirm that this behavior exists.
However, following the steps listed to reproduce this I was unable to
get this to occur. Performing the steps multiple times. On the 3rd
attempt this behavior manifested itself. After this
I can confirm this issue. Many modern GNOME applications are affected. I
have seen this behavior with Nautilus, GNOME Calendar and GNOME Software
(see attached screencast).
