This issue is caused by `mate-maximus` which is part of the `mate- netboot` package. `mate-netboot` doesn't get much upstream development attention so unlikely to fixed in the near future. The workaround for Ubuntu MATE versions prior to 22.04 is to remove the `mate-netbook` package. Running in VirtualBox with Ubuntu MATE 20.04 20200119 daily. I can confirm that this behavior exists. However, following the steps listed to reproduce this I was unable to get this to occur. Performing the steps multiple times. On the 3rd attempt this behavior manifested itself.
