Just made a fresh installation of Ubuntu 16.04 and then upgraded to
16.10 through APT. I'm running kernel 4.8 and see no improvement
whatsoever in 16.10.

I've also upgraded to 16.10 and see the same issues. There's also other
networking issues on my laptops that wasn't present in 15.10. Seems that
Wi-Fi and networking was fundamentally broken in 16.04 and now carries
over to 16.10

Tried all the usual suggestions: eg:
a) rm -r ~/.config/pulse; pulseaudio -k - reboot
b) Open VLC,Go to Preferences,then to Sound,click in the reset preferences
button,Close

On an *existing* installation of Yakkety I'm seeing the last saved
session being displayed correctly.
Using 64-bit ISO 20161008 I'm seeing the last session saved correctly
when logging out of Unity8 but the icon is for Unity7. Logging back in
logs into Unity8.

I have just started working on applying the patches and making a debdiff
for openjpeg, however I have got a slight problem, none of the files I
am trying to patch seem similar enough in the 1.5.2 version to actually
be patched, I just can't find the right places to insert and remove the
code so I

I have two different HP Notebooks where the suspend does not work on
closing the lid.
HP 635: Does not suspend but wakes up properly when open the lid.
HP 350 G1: Also does not suspend but wakes up properly when open the lid.
However, my Acer AO756 is not affected by the issue.
