I tested this on a Nexus 4 running RC proposed and on a nexus 7 running the Pocket Desktop image. This happens in any app and even on the desktop with no apps open. i'm using a thinkpad bluetooth mouse. not sure if the mouse itself has anything to do with it but I will try another mouse to see.
