Hello Craig, Thank you for submitting this bug and reporting a problem with cups. You made this bug report some time ago and Ubuntu and cups have been updated since then. Could you confirm that this is no longer a problem and that we can close the ticket? If it is still a problem, are you still interested in finding a solution to this bug? So most probably this is not a CUPS bug as the files missing do not belong to CUPS. The bug is probably caused by whatever package which contains the program which removes the files. Start the service on this computer or connect to another server. The Start Service button is greyed out leaving just the Connect button. When clicked it brings up a dialog asking where the cups server is located, default is localhost, and an unchecked checkbox for Require encryption. Click the Continue button and get an error message: There was an error during the CUPS operation: 'failed to connect to server'.
