Hmm.. This conversation seems to be about a confusion about the Settings GUI, not an IBus bug, and since the problem seems to be resolved, I closed it. I actually had the same issue while trying to add the Belgian keyboard. I had to reload gnome-shell to get the Belgian input method despite I had several other French ones, and the Belgian regional settings. In order to find French(Belgian) keyboard in the first list, you have to install "french" first, as a supported language (bottom button "Managed Installed Languages").
