Ok, the bileto systemd package seems to look sane, although it's a
really hard thing to review. The tests not being green seems reassuring
I'd say. I somewhat agree that having both 242 and 243 rc in already
-proposed at one point does seem like a plus, but on the other side

For a long time we had v243 rc in proposed, however we have identified
that it has too many regressions. And whilst regressions are getting
fixed upstream, we decided to pull it and start doing slightly more
incremental updates to systemd and jump to v243 final in stages.
