trac-admin svn_repos/lib1 initenv
trac-admin svn_repos/lib2
That did help me going, thanks. There are a few problems left.
I found out that the line section should read like this to get it
working:

tickets.href = /report/-1?sort=title
Then I found out that trac (or genshi) is parsing the line and stuffing
the question mark and the equal sign
That is really strange. The line I gave you works as-is on current
0.11-
stable. What Trac version are you running?
