It appears the difference between your installations and mine is that
I'm using trac to host the site and not Apache. I suppose I'll go
reconfigure for Apache and see how I get on. :)

I need to authenticate to a proxy server to get out to the Internet
too. This is what I do.
export http_proxy=http://username:passw...@proxy.server:port/
You can do the same for ftp_proxy as well.
