You can convert RTF to XML (Google is your friend), then convert that with XSLT into an XML flavor supported by xml2po, that is DocBook or Mallard (or ... no idea). Google will probably help you with that approach. You will maybe save time and money with a simpler approach: Use plain text for your license agreement (nobody will miss anything) and DocBook or Mallard for your documentation. Pootle can host translation files, and in a way it doesn't matter exactly what it is you are hosting. You can host small files and large files. Files can contain small strings or long strings. Can you maybe explain in more detail exactly what your concerns are?
