I hate to say it, but I get the feeling that VPNS become compromised over time because of dumb unlawful individuals who like the idea of fear and panic in the world. corrupt individuals whether unlawful governments or unlawful corporations... Tor seems to be better at the moment at least

It depends on the types of the filesystems. Most can be shrunk from a Live system (e.g., using GParted on most GNU/Linux live systems, including Trisquel). However, XFS cannot be shrunk (the data must be backed-up, the partition removed, recreated smaller and the data moved back).
