Does it work if you enable Numlock? This can be done automatically by
installing the package numlockx.

Hm... I did some testing with Onboard (not in the login screen, I don't know
how to get the on-screen keyboard to pop up there), and what I found was kind
of weird: I found that I was able to type numbers with the numpad, but only
if before that I pressed the Num Lock key each time.
