timeshift is only available in Debian 10 (buster) or later, or Ubuntu 19.10 (eoan) or later. If you want to install timeshift from Trisqual's repository, it will be available in Trisquel 10 (based on Ubuntu 20.04 LTS). ETA: 2-3 years (Trisquel 9 hasn't been released yet).
