We have just upgraded our applicatoin from TG 1.0.4.4 to TG 1.0.7, and
noticed that the Content-Type header is now completed with the charset
for any content type except json. (the code is in view/base.py around

I would very much like to see this CSS stuff go into TG2, but I don't think
that it's a blocker for 1.9.7 final, since it shouldn't break anybody's tg2
