Could it be there are some issues with the streaming API and the retweets there, too? I cannot see retweeted messages in the new xml format there... just the normal Status payload. I'm having a similar issue. My Retweets by Others has been blank since my account got retweets enabled. I'm seeing this both on twitter.com and in Tweetie 2.1 on the iPhone so it appears that if you're affected it also affects the API. Yep mine too, the ReTweeted by others stream on my account hasn't been updated since 17th November.
