My brother is in civil engineering and he said it depends on depth and width of the river to calculate a velocity. However velocity is only half the issue, your ability to safely stand a particular current is directly effected by it's depth. I.E. if it's only a few inches deep you can

know that's not the answer you're looking for but I think there are way to
many variables to be able to say what's safe or not depending on the river.
