Is it possible to set up hmenus to show link to different domains based on
the L var?
I have a multi-language site in one tree, and german needs to have it's own
domain. I set this up, and if you use the .de domaion you see the site in
german, but all the language flags in the language menu

You may use RealURL for this purpose. Check it's manual about '_DOMAINS'
section.

Hopefully you understand the way a website is presented to a browser: with
css files, and html files (as .html or .php) (other sorts of files come
into play as well, .js, images, but we'll ignore that for now). Typo3 does
not support setting CSS in the core per se, you must build your own
