I found a solution. Christoph asked whether I did localize the containing
sysfolder, which I had not.
And that was the clue. After localizing the sysfolder (e.g. adding the english
translation auf the sysfolder), I could create the translated categories.

It works out-of-the-box in TYPO3 8.7 though...

No, I didn't find a way to properly translate categories in the BE of TYPO3.

I have exactly the same problem.
Did you find a proper solution to translate the sys_categories? If I connect to
the SQL Table und do it manually it works, like you wrote.
But did you find a way to do it directly in the backend?
