I've seen this and/or related topics crop up from time to time. If
anyone is working on a project to achieve this, it looks like Seagate
may have a solution - a new range of disks that operates with hardware
based encryption at the controller/disk level.

I looked at it, but the trial downloads some rental software that needs you
to be logged in as administrator to install. I am nervous of this
particularly after the problems coming from Sony doing the same thing. I
did not
