GPG is free (both as in beer and freedom).
Once setup and public keys exchanged, the user would just have to
remember one password (or passphase), to unlock their keyring.

If the csv files are being generated by UniBasic, the language has
encryption functions. Outside of basic, check out GPG. (http://
www.gnupg.org/)
