Try Beyond Compare (There's a trial download available
http://www.scootersoftware.com/ )*.
There are probably other Windows products like it but the functionality is
great. It works across FTP as well as Windows (inc. netwrk samba)
directories.

Does anyone have or know of a utility program that will compare the entries
in two different VOC files in two different Universe accounts and give
in unix just use the diff command at the unix level or the comp command at
the dos prompt.

in the temp file is what is in the remote VOC file that
was not in the local VOC.
