Try Beyond Compare (There's a trial download available http://www.scootersoftware.com/ )*. There are probably other Windows products like it but the functionality is great. It works across FTP as well as Windows (inc. netwrk & samba) directories.
Copy your VOCs to a temp type 19 file and compare away...
