A well designed GTK theme using Clearlooks or some of the other modern
engines can already do this :)

I think that many people don't take us (you?) seriously. The current
theme is years old...
Nobody uses the default theme (except of me, I think...).
If anybody woullead a team, I would join in. (I could do things like a
new GDM-theme...).

yes. The Unionish gtk I emailed the group mostly does this too. It uses the
smooth engine for the menubar and toolbar which doesn't support color
customization. The orange, however, can be changed to anything you want.
