When booting Oneiric images with the commandline paramater ubuntu-
pass=ubuntu ds=nocloud, cloud-init does not set the users password.
Also, cloud-init should have an option for unlocking the ubuntu-user to
enable use of console/KVM user of the images.

default dhcp client can't work on virtual interfaces. What about you,
ubuntu's guys?

I'm guessing you saw 'ubuntu-pass' in tools/uncloud-init.
That is mostly obsolete, if you want to use it you need to boot with:
init=/usr/lib/cloud-init/uncloud-init ubuntu-pass=ubuntu
I'd suggest it would be better to use nocloud-net and pass a seed url.
then you can use all of cloud-config
