After I restart X server using CTRL-ALT-BACKSPACE, the next time I login into
Gnome,
the brightness applet doesn't work. The tooltip says Cannot get laptop panel
brightness.

I can also confirm this bug, but this happens to me if I connect via
kppp to the internet. I think that closing the knetworkmanager isn't
really a good solution, because in other situations I need this tool
again (what a start/stop hype).

I've looked into this further, and found the cause of the problem.
The ipw3945 module is not loaded by the initrd as I originally
suspected, but by udevtrigger from /etc/rcS.d/S10udev. At this point
/ is mounted read-only. The daemon was failing to start, due to not
being able to write

The plugin tries to find the .so link for the xmms/bmp/audacious lib and then
loads the module. Since these .so files are installed in the -dev, you need
this package.
I'm not fond on depending on the -dev packages, but modifying the plugin would
be too intrusive, and we would lost the
