The plugin tries to find the .so link for the xmms/bmp/audacious lib and then loads the module. Since these .so files are installed in the -dev, you need this package. I'm not fond on depending on the -dev packages, but modifying the plugin would be too intrusive, and we would lost the possibility of using 1 plugin for 3 media players.
