While this is not a proper solution, this hack seems to work.
I had to modify 2 files:
/usr/share/X11/xkb/keycodes/evdev:
The line that reads: AB11 = 211
should be changed to: AB11 = 97
The line that reads: AD01 = 97; // Romaji
should be commented out: // AD01 = 97; // Romaji

would specify how the menu should be populated.
