and I know there are updated packages as i've seen them on aptitude but even

I experience the same bug.
Before upgrade (from 8.10 to 9.04) all my video devices worked just fine -
noname BT878 analog tv card, AVerTV GO 007 FM Plus SAA7xxx analog tv card,
usb webcam - they worked from kubuntu 6.06 til now.

This is the grand plan:

I'm glad you found this! Looks like the possible cause of this mayhem :-)
I have my virtual machine ready to test it again (I have several packages
waiting to be cleaned) so I can run the test again! (I don't mind breaking my
virtual machine, I have a backup and I know how to restore

Fixed upstream, and will be included with Deluge 1.1.6. It's a good
candidate to cherrypick for Jaunty, if 1.1.6 doesn't arrive in time.
