Yes, this is obvious that it locks. That works correctly.
What I'd say this is is not so much a bug report, rather, a feature
request - in my opinion, if you select download and upgrade security
packages automatically, or just download automatically, update-manager
should handle things more
I tried using the search on blueprints, however I can't seem to find
anything regarding update-manager in the blueprint section, and I don't
want to open a copy of something already existing.

Found out, that I installed the wrong nvidia driver, the one which does
not contain any 32 bit libraries. To anybody else having problems with
64-bit + wine, remember to chose the installer file that ends with
-pkg2.run when you don't want to use the packages that come with your
distribution.
