Yes, this is obvious that it locks. That works correctly. What I'd say this is is not so much a bug report, rather, a feature request - in my opinion, if you select download and upgrade security packages automatically, or just download automatically, update-manager should handle things more gracefully, i.e.:
1) either display a notification about updates AFTER they've downloaded (and hence, the lock is gone and it's possible to upgrade) 2) or, display a notification saying "packages downloading..." (if using the old, notification icon method, upon hoover over the icon) or making the update-manager greyed out (if using the new, automatic show of update-manager, introduced in 9.10 or so).
