cloud-init does a lot of things. I guess what I'm looking for is
whether cloud-init could be made to emit events as it works such that
other upstart jobs can listen for those events and then use them to
trigger their startup as opposed to waiting for the entire cloud-init
process to complete.

I apologize, I no longer use Ubuntu as I have switched to Debian.
The dependencies involved are only needed for specific features, such as
audio alerts, so unless you want to take away those features, which I
see as unneeded for a cli chat client, this is not a bug and does not
need to be fixed.
I disagree that this isn't a papercut, unless the last point (In a
default application of a release under development) is the case. To

I have the same problem. However i use Nvidia's proprietary graphics
driver and i have observed that the problem only occurs after applying a
fix for the Ubuntu boot screen. This fix involves the following steps:

interpreted backtrace isn't valid.
However, poking around through the X logs, I notice it prints out a
